Ripoff

I purchased a 1990 Honda Accord from this lot. The car cost $ which I paid cash. Then I was told I owed $125 for taxes, tag, and title. I went to go pay the $125 but they said the balance was $185. I was yelled at and cursed at regarding the discrepency, even though I have a reciept with my balance. I said that I would pay the extra $60 if he could produce the title on the spot. One guy said the title was missing. Then the lot owner said he accidentally gave the title to another customer who has gone and gotten the car registered, so she is riding around with my license plate, and I cannot get my car registered. I told him I will pay the balance when he presents the title. I cannot get my car registered. His exact words were "that little $185 won't make me or break me". I still have not received any correspondence from the dealer. I contacted the DMV, but they said it is his responsibility to fix this problem.
