Ripoff will not replace struts under warrenty

I was first told by PepBoys that my struts are not funting properly and my tires are cupping as a result. I went to Hi Desert Kia to have them take a look and to replaced it under warrenty. Kia refused to do so. They claim that there is nothing wrong with the struts. But I have a signed statement from PepBoys saying that the struts are causing the tires to cup. Further more, some of the conditions that Kia said that the struts need to be in, in order for them to replace are just being relay to me right now.in the owners manuel or warrenty manuel, there is no mention of the strusts at all.
