Ripoff Company failed to provide a refund for work they were not capable of completing

I took my vehicle to the Pennzoil Store located in Blue Island Illinois and inquired about an aircondition recharge. I was informed that there would be a 30 dollar non refundable fee to determine if there were any leaks. If there were no leaks then my air conditioner would be recharged. A machine was then placed on my car to determine if indeed there were any leaks, after the diagnostic was complete I was informed there were none.
The attendant then added the coolant to my vehicle. I paid 130.00 dollars for the service. Within a three day span the air conditioner was not working again.
When I returned to the pennzoil store I informed a second attendant about the situation. He then informed me that there may be a leak in my compressor, and that their store could only check leaks in the "line". This was not explained at the initial visit. I was told to call the store the next morning and speak to Brad Hall who would credit my account with a refund.
The next day I telephoned Mr. Hall to inquire about the return of the money, I was told that the store does not provide refunds. He also told me that he would have to take the matter up with his district manager.
When I asked for contact information for the disrtict manager. Mr Hall told me he did not know an address or phone number, the district manger just came in from time to time.
Pennzoil should notify customers in advance of what services they are capable of providing.
