Ripoff, Lied about mailing car title

Justin L. Foster is a big scam auto dealer in Memphis. He owns and operates Elite Auto World located on Poplar. I saw an ad in the paper for a 94 Oldsmobile Achieva, that said "looks good, runs great", $1300 OBO. After talking to Justin, he told me that the car was on one of his lots and that I could come look at it.

I went and looked at the car, and test drove it for a few blocks. The car looked decent on the outside and the inside, but had a huge radiator leak so it started running hot. I decided to buy the car anyway, but since I had to get the radiator problem repaired, I talked him down to $850. At the time I made the deal with his "agent", Justin was working across the street at Midtown Wines and Spirits. (The liquor store he owns.)

To make a long story short, his "agent" filled out the bill of sale and told me to make sure I put my correct address on there so they could mail the title. When I got home and called Justin, he told me that he "dropped the title in the mail". This was on Monday. Wednesday came, no title. I called him back, and he claimed that he sent the title "certified mail". I knew he had lied because he just told me Monday that he "dropped it" in the mail. Then he said "certified mail" a couple of days later. You can't do both! Thursday came, no title. I called him again, and he said that if it didn't come by Friday, he would try and get a tracking number for me. Yeah right!

Friday came, no title. I called him all day on his cell phone and his work phone but no answer. I called the state of Tennesse and guess what? The damn title isn't even registered in Tennessee! And to make things just as bad, his stupid car lot didn't even have any temporary tags in. Every time I talked to him, he kept telling me "they should be in tomorrow". So now I have a car with no title, no tags, I don't know where it's registered, and I can't get in touch with that asshole.

I am on dialysis and need a car to get back and forth to the dialysis center. It's sad how he ripped me off but i'm the fool because I shouldn't have given them my last few dollars without asking to see the title. I'm going to seek legal advice and I just might sue his ass for fraud, because he had no business lieing about mailing the title. I might even contact the media and have him blasted on the news.
