Ipoff, won't refund money, giving the runaround

Before implementing using their car financing division, the fund individual explained that there will be a $20 charge which was refundable when the funding wasn't authorized. I believe he named it possibly an "ADVERTISEMENTS" or "APPS" charge. After my funding dropped through, I suppose they'd instantly return my money-back into my consideration, and so I waited. I named them in regards to a week later plus they appear have overlooked they owe me-any cash and so I described and also the fund individual guaranteed to deliver me a check. Over per week passed but still no-check within the email. I called again plus they were again unaware from what I had been referring to. Again, the fund individual explained they'd deliver me a check. It has been happening for around per month today.
