Ripping off the military

In the fall of 2001 my husband, US ARMY soldier, took my car to Just Brakes in Killeen for their 99.99 special. My husband was there for about 2 hours before he was told that there were several things wrong with the brakes that would need to be repaired. Our total cost would be around $800.
My husband delined stating that we had expected to pay around $100. He asked for just the special to be preformed. He was told that because of the extent that it was "illegal" for them to allow the vehicle to leave, because they would be held responsible. But they could allow just the front to be done, supposedly the back was within limits. Not knowing any better, we assumed the PROS were being honest. We authorised the work to be performed. About 3 hours later he left, paying $546.
Last month my husband took his truck into the same store for the special. He was told it would be a little while, so he took my car and when to NAPA to look around for a while. He had been there about 45 minutes when Just Brakes called and told him the same story all over again. My husband was upset and told them to hold on he would be there to see the truck.
On his way out the stopped at the counter to ask how much the brakes would be for him to do it himself. As he is telling the man the information, the man says oh that's weird Just Brakes just called here checking prices on rotor's for thatvehicle!!! My husband was outraged. Just Brakes called NAPA to get prices and then doubled them. He told them to put the truck back together and he was coming to get it.
After a fight they did and charged him $27 to pick it up. They said they had to get some money for their time. UNBELEIVABLE, HUH!?!?!?! If there is a class-ation lawsuit, please count us in.
