Ripoff-charged for parts/labor that were not installed (muffler assembly)

The car to repair was under insurance claim contract and taken to him to check out mechanically before doing any body work. He only did body work and charged for checking vehicle mechanically and fixing muffler. He did pick up car and instead of installing muffler assembly as paid, he cut off muffler pipe where damaged and about 4" rubber strap to hold muffler in place.

He charged over $250 for work and parts that were not installed. He is not returning calls, 5 to 6 over last three days, and answering service does not work. Worse yet, he did body work before checking car mechanically. Unfortunately, the way he handled it, I will be having to pay for alignment and some rear end problems because he never checked and called supplemental insurance line.
