Package was not delivered to recipient and ups do not help at all

Please do not use ups when you ship something internationally, receiver still didnt get his package, we are about to cry because it is iphone 5s 32gb and the worst thing no ups customer reps is responding to my my claims! Please help or at least advice who should i go and report about this? Worst worst company i have ever dealed in my life. If you really want to save your time and nerves do not ever and ever use ups!!!
