Won't send product or refund

I ordered a belt for my honda shadow from scootworks.com in october and 156$ was immediately removed from my account. I recieved an email saying my order was recieved and I would have a tracking number sent when it shipped, and that I should have my part in 3-5 days.

5 days later I didnt have a tracking number so I emailed the companys customer service and asked what was going on. I was assured there were no delays and I would have my belt on time. (already a lie because it hadnt shipped yet.) They were "cutting it to width" for me right now. The guy said I would have a tracking number the next day.

I waited a week. No belt, no tracking number, they still had my money. So I called and when they realized I didnt want to buy anything else (by buy I mean send them money for nothing) they hung up. So I emailed. I had done a little research on the company at this point and this is a common bbb complaint against scootworks, and they dont seem to respond to the bbb. I asked for a part or a refund, whatever they felt more comfortable with.

2 weeks later, I get a response. This is after calling every day an getting hung up on when they realize I dont want to order anything. He asks if I still want the belt. Apparently the guy that told me it was being cut lied, because this guy tells me that theyve had a problem with the equipment used to cut belts, and the parts needed to fix the gear just arrived. He tells me he can cut a belt and send me a tracking number. So I again say " A belt or a refund.

He replies with his sob story of how much work he has to do because its a one man company, he answers the phones and does all the work.in the next sentence he tells me he will "send my order over to accounting" for a refund. Wait what? I thought you were a one man show, give me my refund.

I wait longer, finally I email and inquire about the refund. He says he will check on it for me. That was the last response I got from scootworks almost a month ago. I have filed a BBB complaint, but if you look at BBB, scootworks doesnt respond to those complaints. I have been robbed.
