Non-Refundable $400 Refinance Application Fee but No Loan

I applied for a refinance. The company asks you questions for the application and makes it sound as if they can help you, no problem. Then they get halfway down the application and THEN tell you there is a $400 non-refundable fee for the application.

When I got a little upset, they said that it includes the appraisal fee for the house. After I agreed to that and gave my credit card info, they asked questions about credit and the exact kind of loan I wanted, only to tell me they can't help me. And that's that! I paid $400 to be told they can't do that kind of loan, and they did not even finish the application.
