Ripoff, Application Fee even if you don't apply for mortgage

I contacted this mortgage lender to get info about rates for a possible refinance of my home. They quoted decent rate and i asked them to send the application forms so I could look at them and the disclosure of closing costs. They said they would and would lock the rate, and needed a credit card authorization for an "Application Fee" that would cover appraisal costs and would be included in the closing costs.

They emailed the forms with a 3-day deadline to complete and return them, despite the fact that I had told them I was travelling the day after I called — and I didn't receive the email until the 3 days was up. When I got the forms and reviewed them, I decided not to apply for their loan, canceled the planned appraisal, and asked for my application fee back. They refused, saying it was "non-refundable".

Total Rip-Off because I never completed any Application at all, and they did nothing for me at all.
