New prepaid card could not be activated online, refund by check

Having a similar experience. Had income tax refund deposited to 2 cards with no problem using them, now I tried to load $ onto the one card and they couldn't. Manager said it had maybe been too long since any was loaded. So I bought a new card and loaded the $ on that card. Went to activate online, got a message that my personal info could not be verified, and I would receive a refund check in the mail for what I loaded.
Took me 3 tries to get a person on the phone, I was told it was because when I lost my job 14 months ago, I stopped getting direct deposit and they couldn't verify my identity. I asked why they never contacted me to have me verify. They had no answer. I wanted to load the $ on the card to pay a utility bill on line, now that utility may be shut off because I couldn't do it when I wanted to.
I have only had minor problems with this card up to now, but this is a biggie.
Not sure yet what I'm going to do, I had better get my money back. After that, I don't know.
