Can not use what I paid for internet

Bought one of the Green Dot cards as a gift. Little did I know in tiny fine print that this is not a gift card. They demand your birthday and SSN to use the card per govt regulations. For a $25 purchase I have to be subject to ID theft?

I emailed the company and they assured me I could use the card with out telling them my SSN.

Federal law requires us to obtain, verify and record your name, address, date of birth, and Social Security number when you register a Green Dot Card. The cardholder's personal information will be kept on record upon Card activation and the cardholder's name will be embossed on his or her Personalized Card. If a valid social security number is not provided, a
Personalized Card will not be issued and only Temporary card will be activated which is non-reloadable and valid only within the US.
