Widow Charged Excessive Returned Item Fees Every Month

I have had an account with Bank of America since 02 on Oct 1 my husband passed away as he was retired military and his death was service connected I receive DIC payments monthly since my husbands passing. Bank of America has charged me excessive fees ranging from 100-300 dollars a month they don't inform me of any items returned they just pay them then charge me what's supposed to be 30 dollar charge and now they increased to 33 dollars and did not inform me. They also allow my card to go thru which allows my account to be overdrawn. I would greatly appreciate any assistance you can give me
