Stolen money form my account

A Salesman cam to my store and enrolled my into their finance program with a 699 dollar application fee. The fee was to be taken out when we were approved and notified about the program. The money was taken out immediately and we were left in the dark for 3 to 4 weeks. I called the salesman who tried to get ahold of his boss at myarcpay. He called me and then said they had some problems and would be able to get me approved by friday. Well Friday came more than once. I got no service but they still had my money. I called and talke to marq at myarcpay and he said he would return my money. To this day I have notreceived my deposit and he will not return my calls. The web site is down and I don't know where he is.
