Account limited and over $1600 in received payments held

I opened a PayPal account with no social security number required. I now have over $1600 in payments that I have received, and they have limited my account access and will not let me have my money. They said it is because they have determined it to be a high-risk account, though I have had no complaints filed, nor has anyone said they have not received an item.

Now that my account is closed, I will not be able to ship the last of the items, totaling over $800. The other $800 in the account has been shipped and positive feedback has been left, but they are refusing to release my money even though they have confirmation that the buyers are happy and received their items.
