Bank of America will not release funds in my deceased brothers Acc. Even though they have received legal docs and they are chrg. Me a monthly fee

I have called Bank of America on numerous aoccasions to discuss my deceased brothers account.
They have received all legal docs. To transfer these funds to me and it has been months since they received them and still they will not release the funds.
Additionally they are charging the account a monthly fee.
I have spoken to Customer service on 3 occasions and they still haven't
released the funds.
I live out of state and would be hard for me to handle this in person.
Has anyone else run into this situation and if so, what have you done to get the funds you are legally entitled to??
