Paypal stealing $400.00 from disabled woman! Nationwide

My friend, who is disabled and lives on social security, paid me back $400.00 that she has owed me for over a year by sending it to me on paypal because it is too hard for her to get out of the house and she started making extra money on ebay. So I had to open a paypal account and I got the money in this account. I ordered clothing for myself and my son online for $255.00. Well paypal will not pay the merchant for the clothing, AND will not let me have the other $145.00. So they are keeping all $400.00 because they want me to provide shipping numbers, but there is nothing to ship-she owed me the money! Plus they want some sort of supplier information and I don't even know what they want! I don't think it is any of their business what I buy with my money! They don't respond to emails or phone calls! I have no idea how to get my money from these scammers!
