Phishing scam, attempt to collect an invalid debt from a bank I never heard of

I received the exact same letter on the exact same day as did Jf in Alpharetta, Georgia, but in the amount of $13291. I called NCO to see who they were and what this debt was about... It was from 1993 from "Chase/Providian" and was told that the debt was unsatisfied and I still owed the money. I've never heard of Chase/Providian.

They had the wrong birthdate for me in their "information, " and the sales person said something to the effect of "oh, we have the right Social but the wrong birth date."

He seemed to back off when I said the debt was probably included in my bankruptcy settlement, but this still irritates me... There are a lot of people out there more trusting than me who might have just paid it.

How is this legal?
