Collections and being on disability

Associated Recovery Systems is trying to collect a debt. I have sent them four letters explaining to them that I am unable to pay the amount they listed due to being on disability. I did make an attempt through the mail to settle the debt for a smaller amount. They do not respond to my letters, however they have been calling my phone.

Should I go ahead and send them a letter asking them to stop calling? Also in the worse case, can they sue me and get my disability garnished to pay off the dept?
