Ripped off and scammed mistreated and ripped off

On February 8 I applied for this First Capital Credit Card. I spoke with a man named Jason and pre authorized the company to remove the money from my checkings account. On February 12th $199.00 was removed from my account and I had not recieved my credit card. My Id number is 5959.
On March 12th about 6:59p. M i spoke with someone else about my credit card. At this point I recived books with coupons and other things for me to order from there company. After several weeks of calling long distance I finally spoke with someone and requested my money back. The man I spoke with said I needed a written bank statment and a written request in order to recieve my money back. I have done all that was required and now all I ask is to have my money back.
