$20 Annual Fee Charged Despite Promised Waiver for Gas Purchases

I was told that using this card for a minimum of nine Shell station gas purchases a year would erase the $20 annual fee. That turned out to be untrue.
Just now I finished a call with a representative named Pam on the customer service line shown above. She did not understand the terms of the offer herself, and all she was sure of was that the $20 charge would not be returned, even though it should never have appeared on my account. This was the second time I had called about it.
On July 6, I spoke to a supervisor and demanded that the fee be credited back or the account closed. He did neither one. The wording is even printed on my statements: annual fee waived with 9 or more Shell gas purchases a year.
This is a plain rip-off. Since I hold several Citibank cards, I think it is time for me to close every one of them.
