Mistaken payment to a non-member sits unclaimed for a month

I mistakenly sent a payment to an individual who is NOT a registered PayPal member a month ago.
I followed the instructions to cancel the payment, but it did not work. I have sent them numerous emails trying to cancel the payment and have not gotten any response. The payment is just sitting there unclaimed.
As far as I am concerned, PayPal is a "Black Hole," and once your money goes there you will never see it again. They have my money, and I want it back!
