False $67.99 eBay Payment Notice and No Reply to Emails

On June 21, I received an email from "PayPal Support" stating that I had sent an eBay payment of $67.99 to someone I have never heard of, named Ramad Ashek. I have no idea who this is, and I have never sent an eBay payment to him or anyone else.
I have sent several emails to PayPal asking them to correct this error, but I have not received any response. Prior to June 21, PayPal had indicated that this was phishing, but since the notice that I had made a payment came later, I need a more current PayPal notice that the payment to eBay did not occur.
