Paypal wants way too personal information!

I sold a mobile phone online using my mother's paypal account and after receiving the e-mail saying the buyer paid the money in, we sent the phone and sent the slip to paypal along with the tracking number. Once the phone got to the buyer and he went to fetch it already, paypal started asking very personal questions that is completely irrelevant to the transaction such as:
1-NAME ON CARD...
2-full billing address and postal code...
3-dob...
4-ssn...
5-last 3 digits behind the card...
6-credit card number...
7-Card type-
8-BANK NAME...
9-bank address...
10-bank toll free...
11- client number...
12-limit on card...
13-Mothers maiden name
14- Name and password if it has access online
15- Expiry date
16- Security card pin
17- Cell Phone # attached to the card

I'm sorry but I'm convinced that this is an attempt at identity and its since they won't release the money after we sent the item that was sold!!!

DO NOT use paypal!!! They are and keep your money!!!
