Cannot pay merchant despite balance, needed for 08 Feb exam

I need to purchase learning materials urgently to prepare for an exam on 08 Feb. My PayPal account has a balance available to complete my payment, but I cannot do so.
I contacted PayPal and was told that my account has an issue and the accounts department will look into it. The operator promised to call me back at 15:30 South African time but never did. I called back at 17:30 South African time, and no one has responded. The offices are closed.
This is really inconvenient, and it is unethical not to handle customer queries properly.
