Old Account Balance, Unpaid Refund and Unwanted Bill Items

I had direct tv in Calif ask them to close account as of Feb 15th she said ill put on hold I said NO close it out as I don't know what I will get in Arkansas we moved Feb 20 we got direct tv not restalled new account number then 4 months later I get a bill stating I owed 58.98 I called she said the was my transfer from calif I said no way I closed it out she said no I said close it out now I have new account she did said I had a refund of 26 78 it has been now 4 months I haven't got it yet I called last week they said it would be 12 days I said we shall see they also have a very bad habit of putting things on the bill that you have not order my 24.99 will be up on Feb and I don't think I will renew with them for my bill will be 59. A month to high for what channels we get mostly stated now order I hate it you can't get good channels here
