Being charged for stolen equipment

Our condo was intentionally broken into and all our individual home was obtained including 2 electronic cable boxes and an internet modem. The McClennan County sheriff is declining to imprisoned the criminal who readily admits removing the gear. Timewarner is getting me for that stolen gear. I'd transfer 2 weeks before and informed TWC to stop service. I'm still being billed regular support fees. I have named them frequently and begged them to contact the sheriff and inform him that TWC gear was taken. They WOn't do this claiming it'd be very costly to create a telephone call or send a declaration towards the sheriff. I've a renters' plan with Allstsate that declines the state since the sheriff does not notice like a legal issue.
