Dish Networ Free Upgrade Denied

We have been with Dish Network for 4 years and I have been using Dish Network for 9 years, and had a DVR hard drive go bad and they sent one right away with no problems. We called them to get the free Hopper upgrade and they never sent it because they said we had an interuption in our service and was waiting for us to send them $400, the interuption was a few months ago and for one hour? Really, thanks. We were told we have to wait 2 more months to get the free upgrade? What the point?
