Military reservation erro

My son is in the military. He has leave coming up, but they will not allow him to book his reservations early, for cheaper flights so I took care of it. I had inadvertently used the origination city as Wichita instead of Wichita Falls. Once I realized the error I immediately called them. They canceled the reservations and Darrin told me my credit card would be credited within 24 hrs. I received an email stating it could take as long as 12 weeks. We cannot afford to tie up $400 for 3months. That is insane. They get to use my money that I need for mortgage to profit off interest. I called them to ask about it and was hung up on.
