Canceled tour, won't refund money

I arranged a four-time vineyard visit for 3/21 with Iowa Wine Tours, Inc., centered out-of Dubuque, IA. Pre payment entirely having a charge card was needed at scheduling. Three hours before the start of visit, Dennis People, Leader of the organization, named my resort in Galena, Illinois, and quit a note using the desk worker he was eliminating the tour as a result of family crisis. He did not request to talk to me, and he'd my mobile phone number and so I can only just infer he was preventing talking with me. Furthermore, he's a NUMBER REIMBURSEMENT plan and certainly will not return the $130 billed to my charge card, despite the fact that HE ended the visit. I named him back and he constantly repeated, "no discounts" after which hung-up on me. He's not responded to some follow up email both. Consequently, he didn't supply the guaranteed support, and he's held my $130. I actually do possess the assets or the curiosity to come back towards the Dubuque location again. It's over 260 miles one way from my home. I'd like my $130 returned.
