Owner cancelled tour, refuses to refund money

I booked a tour for a four-hour trip for 3/21 and pre-payment was required in full at that time. Three hours prior to the tour, the owner called my hotel in Galena, IL, and left a message with the desk clerk that due to a family emergency, he was cancelling the tour. He didn't even ask to speak with me, and he had my cell phone number, so I can only infer he was avoiding speaking with me. Upon receiving message, I called Mr. Dieters directly and was repeatedly told, "I have a NO REFUND policy." He continued to refuse to refund my $130 for the tour HE cancelled. Then he hung up on me. He has also failed to reply to a follow up e-mail. I have neither the resource nor the desire to return to the Dubuque area again. He didn't provide the service as promised and needs to return my $130 immediately.
