I booked a four-hour, three winery tour for 3/21. Pre-payment in full was required at the time of booking and was charged to my credit card. Three hours prior to the start of the tour, the owner called my hotel in Galena, IL, (he didn't ask to speak to me, and he had my cell phone number, so I can only infer he was avoiding taking to me) and left a message with the desk clerk that he was cancelling the tour due to a family illness. Additionally, he has a NO REFUND policy and would not be returning the $130 fee. I called him back and he continuously repeated, "no refunds" and then hung up on me. He has not replied to a follow-up e-mail either. Therefore, he did not provide the service as promised, and he has kept the money. I live more than 250 miles from Dubuque, IA, and do not have the resources nor the desire to return to the Dubuque area. Mr. Dieters needs to return the money for the service he cancelled.
