Trying to collect $34 (25 admin fee) for not paying a Toll

My car came equiped with an automatic Toll paying device. I went thru a toll and no red lights or alarms sounded. I of course had assumed the device was working. Now they expect me to pay the $9 toll and a $25 admin fee. Think not!
