Loud out of control children and no Amtrak employee made rounds to address - Amtrak train

Had a terrible trip on Northeast run. Two women with small child each allowed the children to yell and scream an run up and down the aisle. We asked that they keep the children quiet (after about the first hour!). They told us "what do you expect. They are children 3 and 4." Then they told us we should go to the quiet car! No Amtrak person around to address the issue so we were tortured for a couple hours.
