Eing blocked from transfering phone #'s to new Comcast account

Tried to transfer land line phone #'s from AT&T to Comcast, At&t has disconnected one of my #'s without my request to do so, thus blocking the phone #'s from being transferred, this has gone on for three weeks, no working phone, they have been giving me the run around for hours on the phone, what can I do to make them reconnect the phone so the transfer can be done? Is there any agency that would get into this to protect my rights and get something done? Any thing you can come up with would be a great help. Thanks Joe Sr, Jhand19@email.com
I was told by one of the tec's from Verizon that came out to check the line that was ok that AT&T does this blocking when you try to leave their service, they do nothing until you give up and stay with their service. Thanks again.
