Phone card companies are cheating customers

I'd like to report that this phone card companies are cheating customers. I purchased phone cards distributed by Public Telecard & Wireless at $5 each. The operator would say that I have 1 hour to talk on the card but after 30 minutes of talk time the operator warns that I have only one minute left. This happened several times that is why I am reporting it. I am sure this is happening to other customers but they just don't know how to report this scam.
