Jamie Parks Charged for work not done, promised to refund, never did

Jamie worked on repairing the A/C on my boat. I wasn't there to see the repairs but trusted him and sent him a check for the parts & work. When I was able to inspect his work, I discovered it wasn't fixed & the parts were never installed. He advised me he would take care of it but did not. After many unanswered phone calls & emails, he told me he was sick with cancer & has recovered. I asked him to finish the job but he never did. After many phone calls & using a different cell phone he finally answered & promised to send me a refund ($1518.60) He never sent me the money. He is a liar, cheat & a thief.
