Stephanie Marsillett Credit card was charged but no merchandise was delivered. Will not refund money

I ordered bags on December 4th. I received a shipping confirmation email on December 7th along with a USPS priority mail tracking number. My credit card was charged on December 9th.
The tracking number that was sent to me cannot be tracked. When entered into the USPS system, it says that USPS has been notified by the shipper to expect a package but that the USPS cannot guarantee that anything has been shipped.
I sent an email on December 15th informing her that my bags had not yet arrived. I also called the customer service number and left a message. I received an email on December 16th promising that my bags would arrive no later than the 19th. The bags didn't arrive as promised so I sent another email on the 19th and called and left another message. I told her that I had seen reports online from people that had not received bags and believed that I might be getting scammed. I received a response on the 20th insisting that she ran a legitimate business and that my bags would arrive soon. I reiterated that it wasn't good enough and that I needed to see a real tracking number that would actually show that something had been shipped. She then promised that my card would be refunded and that I would only be charged when the bags arrived.
It has been 9 days since she promised to refund my money and nothing has been credited to my account. The bags haven't arrived either. She has not responded to subsequent emails or phone messages requesting the refund that she promised.
DO NOT ORDER FROM STEPH'S BAGS! There are plenty of other legitimate companies that produce quality bags. I intend to file a report with the BBB and to contact local authorities.
