American Business Concepts & John Halter Concept ripping off overseas companies

American Business Concepts John Halter is a crook.

Last September he bought some products from me then another delivery by shipment to him in October and was never paid.
I have all shipping documents and his shipping forwarder contact, I also have his purchase order firm.
After I send out the shipment to him, I push him to pay the money. I fax him, I call from my country more than 30 times, he say he will pay. But he always keep silence in email and fax.

His purchase order # 897636 2000 units Hotblade, 500 units Ditty drawer. Total amount USD $5,700.
My Proforma Invoice date: Aug. 05.

I am located in Taiwan, but I was told I need some Texas lawyer to help me to get back my money because the company is located in Texas.

When I called him, he always promised me to pay with
the word "next week." But he never paid the money to me. 3 weeks
ago, I called him again, then he told me because my products
have quality problem, so he cannot pay to me. Then I ask him to
return the shipment to me since he think my products with
quality problem. But he refused. Then I told him that I can fly to Texas to see the products situation, I can repair the products by myself, but he refused.

We are told by other business people John Halter has been doing this to business people in US too.
How can he get away with this in your own country?
