Boat Winterizing Rip Off

I was given a quote to winter two boat engines on an economy plan for 150.00 per engine. When they called to tell me the work was complete the price was not $300.00 it was $640.00. They charged me for parts I did not request. All I asked was to have the engine blocks drained of water filled with ani-freeze, and Sta-Bil added to the fuel. I was also charged for two fuel filters per engine. They would not release the boat until full payment was made. I tried to negociate with them offering $600.00 in cash and they refused. I then offered to pay the balance on a credit card, which they state on the invoice that this is an acceptable method of payment and they refused to accept it. When I pointed out it is stated as an acceptable method of payment in writing on the invoice, I was told "so what we can do anything we want to do".
