Has fraudulant roaming charges in covered area. Rip-off!

I received a bill and was charged for 233 minutes of roaming! I'm suppose to be in my "Extended Area". Previous bills the roaming was credited. Customer Service told me that my phone jumped to another tower. I had previously shut off my phone as I can not afford it, being that I am in law school. This was my last bill. Customer Service refuses to take off the roaming.

They told me that when I make a call and it says "extended area" that when I make a call it jumps towers. And that I still have to pay for the call. And I asked if that means that they can charge me roam when I think I am on extended area they said yes! They told me I have a bad plan and should have switched plans. No rep has never instructed me of this. And I've had many problems with the company, called many problems—for this very problem. If I don't get these charges taken off my bill I am suing. Please inform me if anyone else has this problem.
