Rip-off! Liars! Run-around billing

Last month, I had to have my cell phone replaced due to a broken switch. While there, I informed the representative that I had downloaded at least $20 worth of ringtones and applications through their Get it Now service. He informed me that he would credit the account $20 for the services.

This month, after downloading everything that I had on my previous phone onto my new one, I recieved the bill stating that I owe $20 for these downloads with no credits. So, I go into the store and the girl working says that it is handled through another division of the company and that it will be on either the next month's bill or the month after that. Thats a long time to wait for something that was supposed to have been put on instantly.
