Precision Landscaping Takes money refuses to complete work or refund

On April 26th Mr. Chris Fortin, owner of Precision Landscaping answered a craigslist ad needing someone to transport my
International Harvester 340 Industrial from Standish, ME to Winter Harbor, ME. He agreed to do the move after getting the specifications of length, width and weight from me, which I referred him to tractordata.com for manufacturer specs. Mr. Fortin stated he had a trailer that could haul this item and that he would do it for $275 plus 17 bags of 2.2cu ft Peat Moss. Mr. Fortin required payment of $200 up front, which I sent to him in a money order. Mr. Fortin kept putting off picking up the trailer because he had to get his trailer welded, even though he stated he was able to move immediately.

After two weeks of requests he finally showed up at location with a substandard trailer and was told by the
party he was picking up from that they did not think this trailer would hold the tractor. They tried to put it on the trailer and the trailer would not hold the tractor. I asked for a refund of my money, he did not want to do this and
said he had another way. Mr. Fortin then asked me for another $170 to rent a trailer to pick up the tractor, reluctantly I agreed because I already had money tied up with him, I sent this by WesternUnion on 5/9, he picked it up minutes later, he was to pick up the trailer and transport my tractor on the following Sunday.

He never showed and ignored all call and emails sent to him. When I threatened to call the cops he finally got back to me saying he was not able to get the trailer and that he would not refund my money if I called the cops. He still refused to refund my money after 8 days, and will not return calls or emails. He has taken this money from me, I believe with intent of NOT fulfilling the job description. This is theft by deception.
