Applications never seem to be "complete" enough to be submitted

I filled out an application form and paid a fee in November. Since that time the application is never "complete" and I am always being asked for more information. When that is provided, there is another time lag and a request for more information. I have been told several times that "all we need is... in order to complete the application" but this never is the case once that information is provided.
I have been switched from person to person in the past 18 months, and each time I'm treated with less respect. The latest person has told me on different occasions that "you don't really earn enough
money to qualify for Federal contracts", "the government doesn't like sole proprietorships", "this application might fail, in which case you need to pay another application fee". When I challenged her, saying that I had revealed all this information well before paying an application fee, she shot back with "don't talk to me like that, don't call me a liar". The other person, supposedly her supervisor, worked on my application at one point! I asked her how many employees the company had and she indicated that there were "hundreds". Somehow I doubt this...
Now I'm told that my CCR listing needs a comma; D&B says that they don't put commas in listings. Is this another delaying tactic? In addition, my Open Ratings has expired (meaning another fee to pay, though for another organization).
