I paid $50 for a PhD admission application and then they refused to review my application file

I paid a $50 application fee when I filled out an online application for a PhD program. I called a while back to check when the deadline is for the supporting documents to reach the admissions office, and they clearly told me "Don't bother sending them in, we only had two spots and they're already filled."

My complaint is this: the link to the online application is still active, meaning that they are taking in applications (with the applicants' money) from poor grad students like me and not even looking at the files because they have filled their quota. Then why are you encouraging people to apply? Why does the website simply not state that the spots have been filled? How would someone even know that you're not even going to consider them for admission?

I feel cheated and helpless. $50 is more valuable to me at this point in my life than I can ever remember. I saved money specifically to apply to schools and this makes me infuriated.
