Had a legimate complaint, seems to be bias to businesses

After presented the issue below to the better BBB, they felt that just a refund of cleaning cost should be sufficient to rectify the non-service I was provided. I really did leave my wondering if they do cater to businesses as some other consumers seem to think. This cleaners has several bad reviews due to unsettled claims yet nothing has been done about it:

I dropped off my clothes to be dry cleaned on 02/13. I returned the following week to pick up my clothes and was informed by a associate at the cleaner that a pair of my jeans was missing and I needed to check back in the next couple of days to see if they were found. I called and returned several times to the cleaners for the following weeks hoping that they would have found my jeans.

I was a little upset because I had only worn these jeans a few times as I recently purchased them from Express ($79.00). The associate at the cleaners finally told me that they were lost and I needed to file a claim for them. I filed a claimed on approximately March 10th and was informed that I should be receiving a settlement within 30 days.

I was called on April 12th by budget cleaners to inform me that they found my pants. My reply was, "I have already replaced the jeans and I can't use them now." His reply was, well we found them right after you filed the claim, but our phone doesn't have long distance on it and we couldn't call you. Are you kidding me!!! I live in Simpsonville SC which is about 10 miles away from the their cleaner in Greenville SC and I'm long distance and they are a established business.

Ok, even if this were true, once I filed if anything changed it was their responsibility to contact me. I feel this kind of unprofessional service is completely unacceptable and should be illegal. Thanks BBB of the upstate for allowing businesses like this one completely take advantage of the consumer with little or no conseqences. Thanks for nothing!
