When are scams ever going to end

Contacted by assurance wireless saying that i qualify for a free cell phone with 200 minutes. I met all the criteria for the cell phone but yet i was still denied a cell phone. I would like to know when the better business bureau is going to start stepping in and doing their job putting a halt to these scam artists. If the government would quit worrying about other countries that don't care if we live or die we could focus our attention on getting the out of control criminals put in line and punished appropriately.
