Ripoff by claiming one thing then saying something else

Dear Sir or Madam:

I am writing about overcharges to my bill. Cingular wireless service claims (lies) that the charge that they charge the customer is only the same as they are billed from the host countries transmission usage.
I called Mobile T Deutschland GmbH at 53227 Bonn, Germany on the 1st June and spoke Ms. Kopfmann and Ms. Meyer in Customer Service as well as Mr. Thomas Drumer in the Business dept. Phone number is 01149 228 9360 can get you to the reception in which connection is made to either dept. They speak English.

They informed me there is no connection charge at all if there is no answer at the other line no matter how long it rings, as well as if someone calls you. If an answering machine picks us there is a charge.
The business charge per minute connection usage is 80 to 83 euro cents per minute which at the time of the calls was $1.18 to 1 euro. This means how much they would charge a business corp. Like Cingular according to Mr. Drumer. The charge for private use (like having a phone load card) is 1,89 euro a min. As you can tell from the printed price rates that Mobile T has in the U.S. The charges that they use is similar to what is printed.
Back home when I have my E Plus telephone loaded with a phone card, I do not have a charge either when someone calls me as they pay the extra to be connected to a cell phone.
The secretarty from the presidents office called me and adjusted my bill from $2.55 per min to $1.39. The only thing that has not been corrected is the $73.95 in overcharges that T Mobile did not charge for. (Cingular Customer svc said they only charge what the foreign carrier charges them and we are subject to their rates) When I proved that wrong, the secretary stated that that was erroneous information that I signed a contract stating that all calls on the phone is to be charged.
