Anyone know who regulates corrupt Verizon Wireless

Does anyone know what government agency regulates corrupt Verizon Wireless. I'm sure this has happened to many. I canceled service after their repeated breaches of contract and they started reporting bogus late fees to credit agencies. When I disputed the charges they changed the listing to a "charged off account" also carrying negative connotations. When I disputed that pointing out that the charges were never legitimate (late fees after I notified them that I was canceling due to their breach of contract, i.E., first month of service it simply didn't work and they admitted they forgot to do something so it would work but refused to credit me for the month that I paid but didn't get service), they refused to change it.

I know I can sue them in Small Claims Court and win, as all of you can too, but I am trying to figure out whether they can be reported to the FTC or something like that without having to waste time taking them to court.
